As of Jan. 1, 2025, several changes have been made to subsidies for making homes more sustainable. These changes are designed to encourage homeowners and landlords to make their properties more energy efficient. The following is a summary of the most important changes.
The ISDE provides financial support for sustainable investments such as insulation, heat pumps and solar water heaters. In 2025, the following changes are in effect:

Increased subsidy amounts for insulation measures: The government has increased the subsidy amounts for insulation measures to meet the rising cost of nature-friendly insulation. For example, the subsidy for triple glazing has increased from €65.50 to €111 per m², and for HR++ glass from €23 to €25 per m². More information: www.rvo.nl/isde.

Twice grant application for glass insulation possible: Homeowners can now apply for a second grant application for glass insulation within 24 months of the first application. Adjusted subsidy for air-water heat pumps: The starting amount for air-water heat pumps with an output of 1 to 70 kW has been reduced from €2,100 to €1,250. Incentive scheme for natural gas-free rental homes (SAH).
This scheme supports landlords and Owner Associations (CoEs) in making rental properties natural gas-free. The main changes as of 2025 are:
